Step 1 - Hazardous waste taking over

Hazardous waste can be found at generator in different aggregation conditions, being stored in most various manners and locations, which involves different taking over methods:
  • in decommissioned installations, equipment, basins or tanks. For example, extraction of sludge from a tank is usually done mechanically by the help of an adequate pump. In case the sludge has various parameters making it umpumpable (e.g. high viscosity), then qualified personnel is needed (inside the tank). If we add of an inspection hole of small size and the eventual existence of toxic gases which requires additional protective equipment (respiratory with filter cartridge), we get the full picture of a difficult collection of hazardous waste.
  • in installations in operation. Sometimes hazardous waste must be extracted even from tanks or pipes of some operational installation. Therefore, to the case mentioned above, we add also in most of the times, a limited timing for intervention.
  • in warehouses or storages in different packages more or less damaged.

Step 2 – Hazardous waste packaging/repackaging, labeling, weighing

At the moment of collection, hazardous waste are to be prepared for transport. On one hand, the wastes coming from installations, pipes, tanks, basins etc. are properly packed, on the other hand the wastes with original packages damaged (rusty drums, broken bags, broken big bags etc) are repacked for safe transport.

Then, each storage unit for the waste (drum, big-bag, IBC, container etc.) is properly labelled depending on waste code contained.

As a last point for elaboration of transport documents, hazardous waste are weighed.

Step 3 –  ADR transport

Preparation of hazardous waste transport requires a special care both for waste packaging/repackaging and labeling and elaboration of associated documents so that to be done in best conditions.
Thus, for waste quantities bigger than 1 ton/waste code/customer/year, the document on which the transport is based on is Annex 1 to transport forms – according to H.G. 1061/2008, approved by local Inspectorate for Emergency Situations from disposer’s location. Elaboration, filling and approval of this form by above mentioned authorities is done before shipment date, this procedure being followed by its notification within minimum 48 hours before dispatch.
For waste quantities less than 1 ton/waste code/customer/year, but also in addition to Annex 1, Annex 2 to transport documents (as per same HG) and other documents with same importance are elaborated: protocol for waste handing over – taking in, delivery note, consignment note etc.
Transport can be effected as soon as the set of above mentioned documents is complete.

For this purpose, SETCAR has own vehicles for ADR transport with capacities between 0.6 and 20 tons, total monthly capacity for hazardous waste transport being more than 5,000 tons. The rolling stock is served by authorized personnel: safety advisors and drivers with ADR training, scale operators, auxiliary personnel.
